Our teams

Commissioning services teams at AttainWhilst our head office is in central London, our work is delivered all over England, and depending on where you live you may be based in London or from home. Typically, our people work in our client’s offices 3 or 4 days a week, with the other days based at home or in our office, however this varies considerably by job role and assignment.

Depending on your background and experience you may join us as a Specialist, a Manager or a Senior Manager, and work in one of our three specialist service teams:


The Strategy Team is all about supporting our customers to become high performing organisations, who have the necessary tools and skills at their disposal to implement transformational changes to the delivery of care services.

The nature of the work we do will give you the opportunity to work alongside local leaders of the NHS and social care – helping them to identify their objectives and shape delivery strategies in order to improve outcomes for their local communities.

The team comes from a wide variety of backgrounds, including the NHS, public sector, and consultancy. This blend of skills and experience helps us to provide our customers with a broad range of expertise, and makes the team a vibrant and dynamic place to work. You will have the opportunity to contribute to and help shape this team, learn and develop and feel the excitement of delivering change that directly benefits patients.

Service Transformation

Attain’s service transformation offering is based on full involvement of patients, clinicians, providers and commissioners. Our team is made up of over 80% clinicians, who know about delivering care to an individual patient and working within the NHS. This clinical focus enables us to recognise how to involve the correct stakeholders in service transformation and ensure that the patient remains central to all decisions. We offer complete end-to-end support to identify, develop and deliver transformational change to improve patient care and value for money.

Attain delivers service transformation within a structured, logical and controlled project management framework. We have provided complex project turnaround services to customers to enable the timely delivery of projects and to progress service redesigns to implementation, where they have previously become derailed or significantly challenged. You will have the opportunity to work as a part of a highly engaged, supportive and motivated team to provide these services to our customers and make a real difference to the delivery of care to patients.

We have been successful in recruiting high calibre individuals into the team with significant NHS and private sector experience. The team have worked across various contracts covering Local Enhanced Services through to the NHS Standard Contract and associated schedules. From a procurement perspective the team have experience of procuring a wide range of clinical services and pathways at a national, regional and local level. As a team we have created a learning culture, through which we support each other to develop and grow whilst operating in a commercially challenging but exciting landscape.

Developing you

Developing your career at AttainWe ensure a smooth transition into our organisation for you with our formal induction programme and ‘buddy scheme’. To help you understand the Attain way of working, you will shadow experienced managers and, working as part of one of our delivery teams, start delivering real value for our clients as soon as possible.

Your background and experience to date may mean you have a natural ‘fit’ in one of our teams. However, as part of your development, and the continuous improvement of our services to our clients, we encourage all our staff to work on a variety of assignments.

We are a tight-knit team and invest in regular away-days and whole-company training events to ensure we continue to build the team and update our skills together. Our performance management system is rigorous and will ensure your training and development needs are identified, and met, to the benefit of our clients, our company, and you.

Longer term, a leadership development programme is in place to support staff members with the talent to develop their career in management, whilst others are encouraged to deepen their technical knowledge or achieve professional accreditation in their chosen specialism.

Attain works with a carefully selected team of associates to deliver projects across the UK. Drawing on our networks across the sector, we source specialist technical skills and deep subject matter knowledge to compliment the skills of our employed staff, thus ensuring we provide our clients with the strongest team possible to meet their needs. We are currently working with up to 30 associates across the UK. Short biographies of six of our associates are included below.

C_AlexanderCaroline Alexander

Caroline is a highly experienced management consultant and project manager, having spent 18 years working with a wide range of healthcare organisations to plan and successfully implement their service delivery and programmes of work. Following the NHS General Management Training Scheme and an operational management career in acute and mental health hospitals Caroline moved into consultancy in the pharmaceutical sector, working to develop their core NHS business and market share. Caroline has subsequently worked as a management consultant with the largest national healthcare consultancy (Tribal) and now Attain, working with providers and commissioners across NHS acute, primary care and community health services, the independent sector and with the Department of Health. Caroline has a detailed knowledge of NHS contracting and negotiation; commissioning; business planning; service review, redesign and transformation; business case development and tendering. Caroline has worked with CCGs and CSUs on behalf of Attain.

Roman_BaczynskiRoman Baczynski

Roman is an experienced qualified CIPFA accountant who has successfully led a range of assignments including service reconfigurations, non-financial strategies, financial recovery and performance improvement within and across primary and acute sectors. His experience includes working with a range of NHS organisations including providers, commissioners, strategic health authorities, whole health systems, the Department of Health, non-departmental public bodies as well as third sector organisations. His experience includes leading multi-disciplinary teams that included experts in finance, analytics, clinical services, estates, health planners, quantity surveyors and architects as well as other advisors to formulate service reconfiguration proposals including service transfers between two Trusts, reconfiguration proposals across sites for a multi-site Trust and reconfiguration of primary and secondary care services across an acute Trust and PCT, including the development of associated business cases. Roman has significant experience of assisting NHS provider organisations to review their Financial Recovery plans and approaches to addressing financial problems and the structural challenges currently faced by NHS organisations. He has led projects developing business cases as well as financial and non-financial assessments and evaluations with values ranging from £3m to over £100m. These assignments have included working with client organisation up to Board level as well as leading multidisciplinary teams involving a range of professional advisors.

Judith_DeanJudith Dean

Judith has over 20 years’ experience of working with the NHS, including clinical, operational and executive positions. As a former Director of Commissioning she brings extensive experience of translating policy into implementation, cost improvement planning, commissioning, service design and change management. Recently she has worked with Attain with CSUs, CCGs and General Practices supporting them through the changes associated with the introduction of clinical commissioning. During 2012, Judith provided set-up support to a large CSU with Attain, including development of prospectus, service specifications and cost / pricing methodology. Leading the customer development work, she worked with 14 CCGs, across four clusters, to understand their vision for an requirements of commissioning support. Subsequently Judith led the development of the contract negotiation framework and providing coaching and support to new CSU staff in customer relationship management. Judith has undertaken assignments for a number of CCGs including production of outline strategic commissioning plans, performance management and prioritisation frameworks. Programme plan reviews and support for the development the integrated care priorities and supporting governance arrangements between Health and Social Care. Working with General Practices she has delivered facilitated workshops to support engagement of practice nurses and created patient engagement packs for GPs to use, explaining the changes related to clinical commissioning. A nurse by background, Judith is a strong advocate for open communication and is committed to the provision of high quality patient services, delivered within the context of finite and diminishing resources.

BobDeansBob Deans

Bob Deans has worked at clinical, managerial and executive levels in an NHS career spanning over 30 years. With 20 years at executive level, he has extensive experience of working as a senior leader across the south east. Over that time Bob has built strong local and regional reputations through: (i) delivering sustainable system improvements in patient experience, quality and outcomes, and efficiency across health and social care (ii) leading mergers, transformations and turnarounds as a CEO in large commissioner and provider organisations and (iii) building strong commissioning processes and support services. Bob has in depth knowledge of the NHS and expertise in leading the whole commissioning cycle ranging across acute, mental health, community, primary care and specialised services. As a CEO, he was instrumental in establishing successful commission practice at PBC, PCT and multi PCT levels: setting up governance and accountability arrangements to enable PBCs to act more freely and introducing the forerunner to the Commissioning Support Unit that covers Hampshire and the Isle of Wight.

D_PayntonDr David Paynton

David Paynton qualified in 1975 going into General Practice in 1981. He was a full time GP in Bath Lodge Practice, Southampton before stepping into the corporate world of the PCT in 2005. As a full time principle, he was a past chair of the Wessex Faculty of the RCGP, chaired a local Multifund, an Out of Hours Cooperative as well as being a founder member of the GP Wessex Educational Trust and was a past GP tutor. Moving into the PCT as Chair of the Professional Executive, he became interim director of provider (community) services before moving into a Commissioning role before leaving in 2010. He has continued in part time clinical practice and is still working in an inner city practice in Southampton. He was appointed as National Clinical Lead for the RCGP Centre for Commissioning in 2012 and is also the clinical lead for Out of Hospital care for Southampton CCG and locality clinical lead for a group of practices within the CCG. He was nominated as a Fellow of the RCGP in 1994, took a business degree in 2005 at Solent University and was awarded an MBE in 2009 for services to health care.

Chris_RatcliffeChris Ratcliffe

Chris is an experienced programme and project manager and former PCT Director of Commissioning with 20 years’ experience of leading change and improving services for patients, including development and implementation of key NHS policies. His commissioning experience covers all aspects of planned and unplanned care including primary, community, acute, mental health, specialised services and joint commissioning. Recently, Chris has worked with a number of CCGs and led the implementation of Transforming Community Services in Peterborough. Chris also spent 18 months at the Department of Health where he led the national development of information systems for community services as well as advising on the new standard contract. Prior to this, Chris led the introduction of Practice Based Commissioning in Sheffield and was the Payment by Results lead for an early implementer health economy. He was lead commissioner for specialised services in Sheffield and lead commissioner for secondary and tertiary cardiac services in North Trent and additionally, led commissioning for children’s services in North Trent, working with NHS and local authority partners. Chris’s experience of clinical engagement extends from four years in General Practice through working alongside PEC chairs, clinical networks and PBC leads, to developing policy with national clinical leaders. Chris has been working with the North Yorkshire & Humber CSU with Attain, leading contract management for community services and mental health providers, as well as supporting CCGs in service redesign work, particularly in the development of outcome based performance measures. Chris is based in Sheffield.
