Senior Commercial Manager (Supply Chain and Strategic Sourcing)

The role

Our Commercial team consists of commercial experts working to support the development of New Models of Care and advising clients on commercial related issue to support future sustainability. We have a team of procurement and supply chain managers and contract managers who have the passion, experience and abilities to work proactively with clients delivering commercial interventions and meaningful outcomes whilst improving efficiencies across the public sector.

The role provides an opportunity for the right candidates to support clients on supply chain and procurement approaches to support their future sustainability.  Attain are looking to you to lead our supply chain offering to NHS hospitals and community providers, designing new supply chain strategy to enable cost efficiencies across the end to end supply chain.  The role is not solely pure project management nor advisory, it is about what Attain do best: delivering and working with customers across the lifecycle of projects and programmes to deliver outstanding results for the public sector.

Successful candidates will join a high performing and diverse Attain team, with a comprehensive development structure including mentoring and coaching. In this role you will support our customers to:

  • Scope the projects and then lead the delivery
  • Carry out comprehensive reviews of hospital/community providers logistics and supply chain operations
  • Identify cost improvement opportunities and develop strategies to inform new ways of working, with a system wide perspective
  • Drive continuous improvement processes and procedures of flow of materials from warehouse to ward
  • Working flexibly and adapting to support customers to meet their local challenges
  • Providing commercial rigour to underpin decisions on the most effective route to market, including collaborative or competitive options (such as procurement)
  • Co-producing meaningful outcome measures and local KPIs (in partnership with clients and service users)
  • Developing robust contracts and governance for effective performance management

The individual

In order to succeed in these challenging roles, you will have the technical competences and relationship building skills required to deliver real value from commercial interventions. Working knowledge in health and care services procurement and contracting is highly desirable and particularly experience of public sector procurement governed by EU law. To be successful in this challenging and interesting role, you will have:

  • A broad understanding of the Five Year Forward View and direction of travel for Health and Care services
  • A proven track record of delivering supply chain interventions in a health or social care gained in a provider setting (Supply Chain roles)
  • Experience of supporting and leading teams to improve supply chains (Supply Chain roles)
  • A proven track record of delivering commercial interventions in a health or social care gained in either a commissioning or provider setting
  • Experience of providing sound commercial advice
  • Experience of supporting and leading teams to deliver commercial transformation
  • Experience of development and implementation of cost improvement strategies, plans, business cases and programmes
  • A successful track record of project management and programme management
  • Strong stakeholder management and influencing skills with the ability to effectively challenge across all levels
  • A firm grasp of category management and strategic sourcing
  • Proven analytical and research skills
  • Experience of overseeing/leading compliant EU procurement exercises
  • Highly developed communication and presentation skills.

We are seeking professionals to join our team of experienced procurement managers & contract managers who have the passion, experience and abilities to work proactively with clients delivering commercial interventions and meaningful outcomes whilst improving efficiencies across the public sector. We have received external recognition from a number of sources for a variety of projects and are driving developments of new models of care, including capitation and outcomes based contracts delivered through collaborative and competitive approaches. Our team have delivered some of the largest procurements for health services across the country.

Within this role you can expect to be:

  • Providing strategic commercial advice for the development of new models of care at either an organisational or system wide level, underpinned by rigorous contracting advice
  • Developing commercial strategies to inform new ways of working, with a system wide perspective
  • Working flexibly and adapting to support customers to meet their local challenges
  • Providing commercial rigour to underpin decisions on the most effective route to market, including collaborative or competitive options
  • Co-producing meaningful outcome measures and local KPIs (in partnership with clients and service users)
  • Delivering legally compliant procurement processes
  • Developing of robust contracts and governance for effective performance management
  • Developing new payment methodologies and providing advice around the development of capitation models
  • Effectively defining, delivering and measuring value for money and improvement of care, via delivery of Quality Innovation Productivity and Prevention (QIPP) and Cost Improvement Plan (CIP) schemes
  • Identifying new business opportunities
  • Supporting the development of Attain’s methodologies and approaches.
