Members of the Attain team have managed over 100 commissioning and procurement projects, won multiple awards and delivered over £40 million savings.

Our staff have delivered a wide range of services, a selection of these is provided below:

Commissioning Clinical Services

Members of our team have displayed deep understanding of the entire commissioning lifecycle: assessing health needs, designing patient pathways, procuring services and managing provider contracts – reducing costs whilst simultaneously improving service quality.

  • Delivery of Mental Health Rehabilitation Services - service redesign through to procurement and implementation to achieve savings of approximately £3m.
  • Delivery of all elements of the commissioning cycle to implement a new GP Out of hours and urgent care service. This work delivered financial savings of 25% year on year while delivering improved quality of service through vertical integration. This work was recognised with an ‘Excellence in Commissioning’ award at the Health & Social Care awards 2010.
  • Reviewed internal processes associated with Continuing Healthcare commissioning incorporating Lean/Demand Management principles. This led to process efficiencies of £708k. This work was recognised by being Finalists for CIPS Supply Management Awards – Best Public Sector Procurement (2009) & Investors in Excellence (Regional Excellence Special Category Award - Lean Efficiency 2010).

Transition Support and Capability Development

Members of our team have demonstrated the ability to lead effective collaborative commissioning projects from mobilisation through to savings delivery – recent projects include establishing: governance arrangements, shared contract management functions and new NHS organisations.

  • Developed a Capability Assessment for PCT staff, evaluating current capability across key themes of maturity, covering various aspects of the commissioning and procurement cycle – identifying key capability pressure points and opportunities for development. This work received a Management Consultants Association Award for Innovation in 2010.
  • Responsible for mobilisation of regional CSU organisation and ensuring delivery of the agreed strategic objectives
  • Leading the development of shared contract management function responsible for negotiating and managing approximately 241 contracts, equating to a combined value in excess of £1.5 billion annually – with providers of NHS acute, community, mental health services and a range of other contracts. This included implementation support which involved the TUPE of staff.
  • The establishment of new regional NHS organisations covering over £3.5bn of NHS spend as part of the DH Collaborative Procurement Hubs Programme.  Roles included business case development, mobilisation of new organisations and category management implementation for pharmaceuticals expenditure (market management, service specification, tendering and contracting).

QIPP – Savings Delivery and Quality Improvement

Our team has the proven ability to deliver a strong return on investment in terms of delivering savings to commissioning organisations.

  • Re-designed the entire commercial infrastructure for Care Home Market, including the development of a robust service specification, quality monitoring tool and pricing model to achieve savings of £3m. This was recognised by the GO Collaborative Procurement Initiative of the Year Award 10/11.
  • A review of Demand and Capacity of Vascular Surgery services across an SHA region to reconfigure the model of specialist provision. This resulted in surgical provision being reconfigured via collaborative networks across the region, reducing unsustainable provision.
  • Outsource of nine specialist provider services for the Transforming Community Services Adult Services to a new host organisation, through a quality only tender with a fixed financial envelope and a commitment of 4% year on year savings.

Embedded Procurement Delivery

Our staff has experience of the commissioning & procurement of services through work with PCTs, Specialised Commissioning Groups and National Blood and Transplant - recent experience in Pharmacy, Pathology, and Transplantation Services & Contract Management.

  • Procurement support and guidance for Medicines Management to deliver improved formulary recommendations, which realised a £700k saving through rationalised supply base.
  • Project manager for Mental Health Rehabilitation Services that delivered over £3.5m savings over two years.
  • Procurement lead to commission 14 new GP service sites valued at over £100m as part of the Equitable Access in Primary Medical Care programme.
  • Procurement lead on Any Willing Provider evaluation panel to accredit provider to transfer from Independent Sector Extended Choice Network (IS ECN) and IS Free Choice Network (IS FCN) contract to acute contract for elective services.
